Why can’t I use prior SBIR/STTR work to document feasibility for a Direct to Phase II proposal?

Direct to Phase II topics leverage technology readily available in the commercial market, not technology already under development with the government. Feasibility documentation for Direct to Phase II topics must be not be derived from prior SBIR/STTR work as that is work already under development with the government. 

For a project already under development with the government, either a second Phase II could be transferred or a firm could receive a Phase III from any component.
